There is one RNG portion of the map but I don't believe it can have the teleporter spawn there. Rallypoint Delta- The teleporter can tend to hide around the industrial crates or inside the caves. There is a door you can open up through keeping two randomly placed buttons pressed, but it will never house the teleporter. Just circle the outer edges of the map while looking towards the center of the area your in and you'll find it.
